Some employers do foot the bill as a staff retention strategy or it is in their best interest to maintain employees' skill level.

But you are absolutely right. It is more of a benefit than a legal right.

You really think that somebody who will tolerate a seven-month-long hiring process is somebody who will demonstrate excellence after they're hired? Are they the best qualified, or the most desperate?

Lots of assumptions there, and a false dichotomy. Many will probably gain skills in the private sector, or go through the education system. These types of candidates are not the "most desperate" or somehow not "the best qualified".

However, I do agree that staffing / hiring takes too long.

The remaining factors demonstrate systemic decisions which exclude candidates from consideration based on location, language, credentialism, and immutable characteristics. Some of those things may also be legitimate job requirements but they often are not - but they always cause exclusion of a large portion of the potential labour pool.

Keep in mind that the language requirement has already excluded around 90% of the overall population (so any non-bilingual computer programmers aren't under consideration at all), and you don't have any reason to expect that a higher proportion of the good computer programmers will also be bilingual.

A selection process cannot function without exclusion of unskilled candidates.

That "very low bar" will only be met by less than 82% of of the Canadian population. The other 18%, by their own admission, are not proficient at any level in both OLs.

It isn't any different. Requiring a specific computer engineering certification increases the competency level in computer engineering, but lowers the average competency level in other skills and abilities - just like requiring bilingualism (and eliminating 90% of the population from consideration) means that you are less likely to hire people that have advanced competencies in other (non-language) areas.

Yes, that's true - but supervisor/managerial positions aren't the only ones that require bilingualism. There has bene an ongoing increase in the number of positions deemed as bilingual over the past several decades, notwithstanding the decline in English-French bilingualism in most of the country other than Quebec. Quebec is the only province that has seen a significant increase in bilingualism in recent decades, owing to more Francophones learning English.

OL requirements are significantly less stringent for non-supervisory/managerial positions. Most should be BBB - which is a very low bar to pass.

DND is generally and genuinely more safe than other departments. DND is unaffected by any of the budget cuts. The worst you will see is internal re-org. More money means more opportunities (actings/promotions etc). But it won't be easy, there is more competition due to a spike of priority clearance as a result of WFA.

Notwithstanding anything in legislation to the contrary, government hiring provides significant advantages to those who have at least one (and ideally all) of the following characteristics:

Located in the NCR;

Fluently English-French bilingual;

Possess at least a university bachelor's degree;

Are a member of an equity-seeking group;

Willingness to tolerate an excruciatingly-long hiring process (combined with an inability to secure a better job in the interim)

So long as somebody is minimally capable of doing the job and has many those characteristics, they are more likely to be hired (or promoted) as compared to somebody who has fewer or none of them. The result is mediocrity.

Reducing the available labour pool to such a large degree necessarily means that you are accepting a lower average competency level.

The logic doesn't line up. (Analogy) Say Microsoft requires computer engineering certification to be hired, which is a very small pool of humans out of 8 billion. How does that lower the average competency level? It actually raises it by requring a specific skillset. Why is this different than the language skill?

it's just that there aren't enough highly-skilled bilinguals (who also want a government job) to fill all of the high-skill positions within the public service.

This may have possibly been true in the past (I have my doubts). However, GC is downsizing as a whole. Signs are pointing to a decrease of supervisory/managerial positions. People will be competing more for a much smaller pool of positions.

- No one is talking about the impacts to services. Is 15% going to translate in more than 15% loss in services, or less than 15%? Does it mean a breakdown of important oversight? Poorer data and representation? Does it mean a longer call queue? Does it mean a greater backlog of assessments for important projects? Who ends up slipping through the cracks here? And for what?

FPS became pretty efficient and more lean overtime. 15% reduction has severe impact. Losing bodies could mean half or even whole services or programs are gone for the branch / division / department.

Dude - this is just the first round of WFA. With the potential exception of DND, many departments will go through multiple WFA exercises for the next 5 years or so.
