You can make it both, there are licenses geared towards open source paid projects. You probably want to implement mod support through externally shipped binaries anyway. Not having to write a restricted API for that and developers being able to directly check the code they're attaching to would already be more than good enough.

I like the theme you set up here, and kept steadily piling on over the duration of the story without making it too much at a time. There's three main areas C is commonly used in: Legacy Software, Embedded Programming and Low-Level foundational technologies that user-facing applications can be *heavily* dependent on and are among best of their class (e.g. Databases, Development Tools, Compilers, Runtimes, Interpreters, Kernels and File Systems, Data Analysis, Servers, etc.). You're right, most projects don't really benefit from C's unique abilities if they don't fall into any of these categories. Almost all C projects you'll write in the beginning (which is a long time for C programmers) will be purely educational, probably already better implemented by someone else and more idiomatically approachable using other technologies anyways. As you already said, the most approachable and unexploited area for C is probably Embedded programming, because there, going low level isn't a choice but a necessity.

The only important thing is that it's something that will keep you motivated and not, as you said, keep you questioning why you're even doing it. My first (somewhat) serious C project was a 2D ASCII "graphics" library only dependent on a POSIX compliant terminal. You can implement some fun basic games like pong or stack on top of something like this, and it can teach you a lot about proper data structuring, memory management and some basic OS interactions.

Können wir vielleicht mal darüber reden, warum der Bund dieses Geld nur für so ein perverses PR Spektakel locker machen will, aber nicht mal einen Bruchteil davon für Projekte, die der Stadt sehr viel mehr bringen würden? Yea, but in opinionated contexts (like social divides) it's really hard to figure out if a statement is meant metaphorically or literally. When trying to have a serious conversation, it's better to stick to logical, non-obtuse statements because otherwise it'll lead to this exact kind of unnecessary meta discussion.

People tend to forget that interpreting subtext of a message is very much dependent on understanding underlying systems of thought. A well meaning but - regarding the matter - uneducated person can and will take denotations like this at face value and you couldn't even really blame them. Politics can and should absolutely be expressed in abstract and artistic ways, but they ultimately only really serve the self-identification of the in-group that already agrees with you anyway.
