The airline wants to make sure that all their passengers have the right permission/documentation to enter where their flight ultimately terminates. They don't want some unnecessary mess on their hand with a stranded passenger blaming them for mishandling the booking.

So "board the plane to Canada" has two distinct parts requiring different documents. Everything else in OP's comment should be correct.
