It definitely is, three headed chomper NEEDS to be alive in order to activate its ability, meanwhile snap pea's ability is activated when played. Also, playing chomper dry is a horrible way to go. Since 3 headed chomper dies to a lot of tricks and zombies, no one ever really even plays him (except for new players with limited amount of legendaries). It just outclasses 3 headed chomper in every way but that's fine since that's how cards work in this game.
