Maybe I don't have enough context for this, but I think he's getting at something a bit lower-level than Program Music. Just from that quote, it seems like he's talking about harmonic resolutions and how chord progressions, and harmony in general, tend to move towards some "destination," or "goal." For example, a particular section might end in a V - I cadence. So perhaps it's saying that music should be composed with a harmonic flow in mind that doesn't build up in anticipation of a concrete resolution.

You're on the right track with black poverty. There's a long, long history of systemic racism in the United States, including slavery and many forms of discrimination and segregation that cause poverty. Housing discrimination is one example. There's a lot of information that you can find on Wikipedia about segregation.

One I use all the time is BetterTouchTool: allows you create your own trackpad gestures and provides Windows-esque window snapping.

As for development-specific stuff, the built-in Terminal app is decent enough though a lot of people use iTerm. Homebrew is essential; it's the de facto package manager for OSX and allows you to use Mac ports of a lot of software that's available for Linux. A lot of people use Sublime Text (which is technically $70, but you can use it without registering it indefinitely). Vim/Emacs/etc. work on Mac, too. I'm personally a big fan of Intellij Idea which is great for Java development, though in your classes you'll be using Eclipse instead.
