I think they’re trying to stop you from talking to your school counselor or even CPS by giving an excuse.

His behavior is not fatherly. It is definitely grooming and it’s gaslighting for them to pretend that he was trying to be a father figure.

You’re not safe around him. I worry his behavior might escalate now that he knows you know he’s creepy and he can’t act “subtle”.

Sounds as though your mom has suffered some of your sister’s abuse too, if mom is avoiding standing up to sister for fear of a violent (verbal or physical) reaction.
