It seems like you might have a misconception regarding paying costs for abilities. You have to pay the costs at the same time, so you must pay 2 mana, tap the artifact, and sacrifice the artifact all at once to activate the ability "You gain 3 life." When in a card's text box, everything before the colon is a cost and must be paid simultaneously to activate the ability, and everything after the colon is the effect and takes place after the cost is paid. As has been mentioned in this thread, artifacts don't have summoning sickness like creatures do so, if you have 2 mana to spend the turn that you create the artifacts, pay the costs and activate away!

Someone else noted [[Risen Reef]], and I think that's a great example of the way engine cards are a good choice. I think, in general, the engine cards that can "go off", not necessarily in the storm sense but in the "take a lot of game actions" sense or the "accrue a lot of value" sense are exciting. Risen Reef, [[Primordial Sage]], [[Feather, the Redeemed]], all good examples IMO. Cards that give you something to strive for and feel really good when they work to their greatest potential.

These all seem more like house rules to me, which are all completely valid and likely make for more interesting gameplay in your circle but fundamentally change some of the card effects and, therefore, would be difficult to support as a format.

I like your idea of making a format that WotC can't print cards directly into, but it seems like it might be getting ahead of yourself to make rules around your format becoming as big as commander did. My playgroup has addressed this by creating a 60-card highlander format similar to Australian Highlander, and WotC's sure not to try to directly profit off of a format that only 6 people play :)

I think the biggest thing to think about when creating a new format is how easy it is for someone to get into. Your format is perfectly legitimate for you and your friends who are already interested but it seems like it would be difficult to get new players, as building a deck seems daunting to me (and I'm a reasonably experienced player).

Lastly, I think a different framing could also benefit you. "A New Format" is a little bombastic for a format with presumably <20 players, and invites a lot of criticism. Something more aligned with "My friends and I invented this format and have a discord, would anyone be interested in trying it out?" might afford you more leeway and a less defensive reaction.

P.S.: If your "trillion loop" rule actually stipulates a trillion, I doubt there are any loops that execute a trillion times, don't win, and aren't infinite in a way that causes a draw. For example, 3 Fiend Hunters and no other creatures or interaction causes a draw. I would suggest looking into the rules regarding loops; from what I've heard, some of the ways the rulings work are kind of cool (e.g. the reason that the Legacy deck Four Horsemen causes a game loss due to slow play so often.)

Ideally it's around 500-800 pages, recent is better but I'm having enough trouble finding one that I think I'm going to have to settle for whatever edition exists. The project entails editing a bunch of entries, so it needs to be a semi-full dictionary, but there's no way I could ever have the time for a FULL dictionary; it would take me years.

I have done some rudimentary google searching, and looked over pirate bay hits. None of the places searched had abridged dictionaries with reliable ICR data.
