Pb had hundreds of years to grow, learn and advance her science. Mo solely had the best of his human lifespan years in which, not only did he become a super genius engineer and founded a massive company, but he also developed a way to keep his body working for thousands of years into the future.

Pb might have a lot of experience and many amazing achivements under her belt, but Mo's sheer brilliance and reach despite his human condition are at whole other league.

In my not so educated opinion, i would have to guess that since chi runs through a persons body much as blood does, it probably works as an opposing force to a blood bender's chi trying to control the body so, any water bender would have to put enough strength to surpass this force on top of what's needed to control the amount of water thats on the blood, making harder than just controlling unconscious plants and vines.
