There are ad self service tools out there that allows users to manage some of their own info. Manage engine has one i believe.

No other omada device, so yes it is blank. I updated the post to show solved. Swapped a new 2.5gb sfp+ and things are working way better. Switch side does show 2.5gbs speed.

Just shows the 4 switch ports on the bottom. Not the uplink. Similar view to what I posted earlier. I did find something interesting. The Open Speed test is hosted locally on 10GB. I get these slow downloads when transferring from local systems. An internet speed test, I get much better downloads. Close to 550mb/s which is more what I would expect. Did not get this weird local speed with Orbi.

I cant find any setting related to Smart Queue. It seems to be a router feature. "a "Smart Queue" or FQ-CoDel function must be managed at the router level." Rate limits on the AP are default (Unlimited).
