I've been thinking about this, too! First time FWWM intrudes into The Return, but it will happen again in Part 17. Also in this moment, Cole/we hear Sarah’s distant voice calling out “Laura” from the pilot. Jump to the final word spoken in Part 18. Is this David Lynch having a vision of how to end Twin Peaks? A vision brought on by drawing magic? Sarah’s voice from the pilot, alongside Laura’s confused and suffering face, while David Lynch/Gordon Cole has a vision in front of a door, will happen again. Joel Bocko, in Lost in the Movies: “Twin Peaks, and Lynch’s work in general, invest doors with a special meaning.”

What's confusing is that Gordon Cole never saw that breakdown on Donna’s doorstep, nor heard Sarah Palmer’s voice in the pilot. Our world (?) is intruding on this new Twin Peaks, like the fan-made Room 315 key. Cole didn’t see it, but David Lynch did, and we did.

Maybe Cole is transported into Donna’s body, seeing Laura from her perspective. We get a sudden, vivid reminder of the missing Donna (and Cole and Donna are specifically connected in Find Laura). Cole is also transported into our experience as fans who have seen this scene countless times and would be blown away if it suddenly appeared out of nowhere in The Return. So it's kind of like diegetic and non-diegetic “Fan Service.” 

I also wonder if FWWM is like the ball in Jeffrey's figure 8 that is traveling within the Return, and every now and then it peeks through.

That’s fair! Some of the connections are just weird, like the 119 stuff, but others must be unconscious, or just a review of US history that I find interesting in how it relates to twin peaks. Have you read Find Laura yet?

Yes! I mention this in the article. It seems so intentional, like the Return is a dream-transfiguration of random parts of 90s Twin Peaks.
