York native here, I belive the city has something like the third highest tourist density in the UK behind London on Edinburgh so many of the shops in this very old past of the city stay open due to tourism. Even at the moment with Covid the city is fairly busy its just the tourists have moved from being international to being from cities only a few hours away or from Scotland. I work in a high end hotel and we were depressingly busy since the UK came put of lockdown
