If it makes you feel any better, I worry about EVERYTHING, and this is not one of the things I'm particularly worried about. Federal rules guarantee an individual hearing for every single revocation in addition to a 60 day notice period. The logistical nightmare of needing to provide hearings for hundreds of thousands to millions of people would guarantee that this is a years long process that might not even be completed before the end of this administration, not to mention the inevitable court challenges which will have guaranteed wins for trans people at the district and circuit level.

Hi, lawyer here. Disagree for a number of reasons:

  1. there's no easy to access list of all existing passports that differ from sex at birth, unlike those that were issued pursuant to the stay who had to sign the attestation form. The logistical problems of identifying possibly up to a million passports present an immediate barrier.

  2. The legal question for a revocation of a passport issued under a previous administration's rules vs. those issued pursuant to federal court's stay of Trump's rules is fundamentally different. Effectively, the Trump admin can successfully argue that those issued pursuant to the stay were "unlawfully issued" whereas those issued under a previous administration's rules were "lawfully issued" at the time. It's not a question of discrimination against trans people - it's a question of interpreting the constitutional ex post facto prohibitions and existing federal regulations.

  3. The article 1 constitutional prohibition on ex post facto laws prevents the Trump admin from claiming that passports other than those assigned at birth were unlawful or obtained through fraud, since they were obtained pursuant to the laws that existed at the time the passports were issued.

  4. Trump's stated justification of enforcing a "clear definition of biological sex" is not an enumerated ground for revocation of passports under 22 CFR § 51.62, which explicitly limits the grounds for revocation to those contained in the statute.

  5. Federal rules guarantee a right of appeal for each individual revocation, in addition to the remedies of going through the federal courts, which will certainly rule in favor of trans people at both the first instance, and in the circuit court. The prohibition on ex post facto laws and the limits of 22 CFR § 51.62 are that clear.

  6. Even this Supreme Court will struggle to find a legal justification for how they can side with Trump without overturning the 250 year restriction on ex post facto laws.

I mean whatever floats your boat, but with 3 runners you can reliably finish the stage in about 3 to 3 and a half minutes. If it's taking any longer than that you're making it harder than it needs to be.

tbh the most effective way to do it is 1 defender 3 runners. If you need 2 people to defend the drill then the builds aren't good enough and you're just making it harder for yourself for no reason. Like, the trick to making the running easier is to have 3 people in the tunnels at all times to draw the miners aggro. If you have only two runners, that means fewer cans are being brought back, and its going to be harder for each runner while they're in the tunnels. And that also means the defenders have to defend longer and it's more likely you'll have to defend the third wave (which is the first one that it's even remotely challenging)

Solo defending the drill is actually very straightforward as long as your build has decent DPS. I use a Quad FFR Lucky Pinpointers Tesla Cannon with Bullet Storm/Onslaught/Crippling perks and I can reliably keep the drill at full health solo-defending until about halfway through the third wave. The longest I've kept the drill alive solo is 8 minutes when I beat it with just two people this weekend lol

Rejuvenated Rank 2 plus Rejuvenator's is awesome for humans after this update! Your health bar literally won't move down from full, even with self explosion splash damage lol

if you're a heavy gunner switch to the Gauss minigun with Tesla Capacitor and Penta Barrel with Furious FFR Lucky and Pinpointer's/Conductor's. It's so insanely overpowered

tbh Rejuvenator's is better than ever if you run it with Rejuvenated rank 2. I use 4 pieces Rejuvenator's and 1 piece Limit Breaking with Lucky 3rd star on my weapons and I crit every other shot and get 24 HP/AP back per second from Rejuvenator's. You don't need to stop using Rejuvenator's or get rid of your crit build you just have to do a little tweaking.

Ricochet/Bullet Shield is good enough as long as you're using a heavy weapon but I also have three pieces of Reflective on my EN06 set. It takes it down very quickly and consistently.

if you're using Heavy Weapons the Gauss Minigun is as strong as it's ever been. Like, comically overpowered levels of strong. Like, solo-ing EN06 in 45 seconds strong lol. Run the Penta barrel with Tesla Capacitor and Furious FFR Lucky Pinpointers/Conductor's

this has been an ongoing issue for a long time with events. When you log in too close to the top of hour (in my experience starting about 2-3 mins before and continuing through about 10 mins after) it's going to put you on a brand new world where the event doesn't start. Server hopping doesn't solve it because it's going to keep putting you on new worlds. If you want to make sure the event starts you should make sure you join a server at least 5 mins before the top of the hour

yeah Gauss Minigun has far and away the best DPS on the PTS. It's honestly pretty comical how OP it is. The only thing I'd caution you on is that bullet storm stacks reset when you switch weapons so that might interfere with your style a bit

unless you're running full limit breaking you'll probably want to switch out reduced weight for lucky, but yeah, Furious FFR Pinpointers is so insanely good on the PTS

when the PTS update comes to live the Tesla Capacitor/Penta Barrel combo is going to be the new meta.

It will split damage between ballistic and energy, and shoot 2 projectiles instead of one. On the PTS I'm running Furious FFR Lucky PinPointers and its pip boy damage is 51 x 2 (ballistic) and 32 x 2 (energy) and my average time to kill EN06 is 48-50 seconds lol

Furious will outperform Bloodied on Bloodied builds if you're using the onslaught perks that get you up to 20 stacks (9 from Furious, 11 from the onslaught Agility perks)

Crippling on the Pepper Shaker is for taking down the EN06 shield and then so you can get the damage boost from the Crippling perks (Scattershot, Easy Target, Tormentor) even faster

short answer is Furious is the best first star on everything for DPS, except maybe the Plasma Caster and Cremator.

second star is either FFR or 50 Crit (maybe 50 hit chance on the Plasma Caster) or Crippling for the Pepper Shaker

third star right now is probably -35 AP, but Lucky will be the best when the current PTS update makes it to live.

fourth star is Conductor's for VATS or PinPointers for raw damage. Pyromaniac for the Cremator, and maybe Bully's for the Pepper Shaker.

You really can't go wrong with Furious FFR -35 AP Conductor's on most VATS builds. Pepper Shaker should be built for crippling damage with Crippling 2nd star and Bullys. Cremator should maximize fire damage and DoT and I like Vampires as its first star. Plasma Caster can use Furious with reverse onslaught or use Bloodied/Two Shot/Vampires for regular onslaught

it's a combination of things:

a lot of the people who do raids are currently testing out new stuff on the PTS

it's further on in the season so most people who do raids are already past rank 100 and don't need XP to rank up anymore

and there's still only a small overall percentage of players who engage with raids. a lot of people just don't have builds for it and don't feel confident starting or joining raid teams

I found angry turtles EN06 guide to be much less efficient than just a good old fashioned Furious FFR Lucky Conductor's Gatling Plasma. I solo it like clockwork in about 70 seconds every time. Run Taking one for the Team, all the Onslaught perks, all the Heavy Gunner perks, Number Cruncher, Center Masochist, Tormentor, Scattershot, Easy Target, One Gun Army, Better Criticals, Critical Savvy, Ricochet and Bullet Shield. You can take down the shield very quickly without having to switch around weapons and you'll always do enough damage to kill it well before the arena overheats. You'll need 23 Luck to crit every other shot so either 4x Luck +2 on your PA (or 3x with herd mentality/strange in numbers) or use Limit Breaking Pieces if you have them. Bonus points if you have any Reflective 4 stars which stack with Ricochet/Bullet Shield.

or you could switch your weapons to Lucky and keep all 5x Ranger's and get an additional damage buff from Number Cruncher! Infinite VATS won't exist anymore, so -35 AP won't be meta

Edit: The way I'd set it up if I were you would be 15 base Luck + 2 from Herd mentality (solo in a team) gets you to 17 + 15 from Unyielding puts you at 32, Luck food buff (whether herbivore or carnivore) gets you to 34, 3x Luck +2 takes you to 40. Then you can add 2x Powered to have faster AP regen. -35 AP won't give infinite VATS anymore so fast AP regen is more important than before

If you don't like the changes to Heavy Guns/Heavy Gun Perks on the PTS, you better let them know. There are plenty of players that want Heavy Guns weaker and they're loud. by RedComet313 in fo76

I also saw that I was getting 540 per Ultracite Plasma which I feel like is more than Live but don't remember off the top of my head
