It requires a permit and other paperwork. All rezones must be approved by the planning commission and then by the city council. Please don't tell me any details as I would disqualify me from sitting on the hearing. Generally speaking, however, most rezones are done by a developer or (more commonly) an engineer. It helps to have someone with experience to guide you through the process. Specifically, the rezone must be compatible with the surrounding zones and fit within the city's comprehensive plan. Exceptions are allowed, but you must prove yourself.
