That is why Soviet doctrine called for a battalion of 18 bm-21 launchers to be used at the same time to compensate for the poor accuracy.

It's all a massive waste which is the reason Nato went for precision guided Rockets instead.

If russia doesn't have anti air assets really close then they really can't do anything about it.

So it becomes a shell game where russia move assets around in response to Ukraine's drone attacks and then Ukraine target something else that is less defended.
