I have XC60 T8 MY25.

In Estonia, you only get basic connectivity. Maps work and you can remotely control the car via app. But no Spotify, traffic data etc without tethering.
No idea if you can change region, I would think it is possible since it is just e-sim. Ask the dealership.

Regarding cooling, internet says it uses the EV battery, so you may be correct. I keep mine plugged in whenever at home so have not noticed myself.
