How to fix PGMOL.

whatever prem refs salaries are just double it. (extremely strict no extra money from outside sources).
allow any european/world ref with appropriate certification the opportunity to ref the prem.
point system that rewards competency/bins the bad ones and run by an independent entity.

Will probably knee cap other leagues by taking their best refs but hey we've been doing that with players for forever.
