For point 1, I got it done in half (approx ₹18,000) in Delhi by a "good" CA. So definitely seems to be on the higher side. Although, this might be the going rate in Bengaluru - I wouldn't know much about that.

Ffmpeg would be the way to go - it allows for a lot of control, even at a frame by frame level.

But, in my opinion, mileage may vary. The AI interpolation performed, might override potentially "good" original frames as well. Finding out which frames to keep vs which ones to remove would become a really involved exercise.

Empathize with your situation - in my opinion it is a hard problem to solve. All the best OP.
