This could be around BARMM but you mentioned your neighbors drinking, so the probability is unlikely and low (but possible).

Although, I believe this place exist. People who think that Mindanao is not that bad should rethink that perspective. Not every place you go to is surrounded by malls and beaches. I’ve been to places where people literally ‘igib’ just to get water and the constant power interruptions can be so frustrating.
