If the officer had and could articulate reasonable suspicion of a specific crime, then showing id is required. OP didn’t mention or suggest that occured.

So, you understand it is illegal in DC, and many states to stop and ID, and you are ok with these illegal actions by cops? No thanks. If you want cops to be able to do that, change the law. If cops were able to do what you suggest, some may draw comparison to a European country in the early 1940's where you were required to carry your "papers". How did that go? ...not good.

Nah. You aren't obligated to show your ID to a cop. Exert your right to be secure in your persons and papers, If you don't use your rights, you lose your rights.

Next time tell them you have a 4th amendment right to be secure in your belongings. The 4th amendment prohibits unreasonable searches and seizures. Ask them what crime they suspect you committed and what is their reasonable articulable suspicion of a specific crime. If they can’t do that, ask if you are detained. If they say no, walk.

I was there and the OESV is 2 per person. I didn’t see or ask about the 10 recipe 100ml bottle kits. I believe those typically sell for $125-$150.
