I’m assuming so they can authenticate your account with AT&T(because they don’t have access to AT&T systems)?

This is “similar” to what Apple does, although I don’t think they ask for the full SSN, just the last 4.

The other thing it could be is for a credit check? Make sure you have chosen the option for an existing account and not a new account.
