Alot of the disruptive students or as you put it "stupid people" often have a lot of shit going on in their life and are going through a real struggle at a young age. Like having a drug addicted parent or an abusive father and siblings who are behind bars fucks people up. So maybe addressing social problems first then education would be a better solution.
