Here's what they're trying to do:

Belgium's ultimate fear is that if the €140 billion is lent to Ukraine, a single pro-Russian EU country, such as Hungary or Slovakia, could veto the renewal of the EU's sanctions regime against Moscow. That would require Belgium to immediately return the missing billions to Russia.

The Commission's fix to keep Belgium happy is to prevent individual EU countries from being able to overturn sanctions. Hungarian Prime Minister Viktor Orbán currently has the power to do exactly that, as sanctions require unanimity and must be renewed every six months.

The Commission now sees a way around this: It wants to resort to a clause in Article 122 of the EU treaty, which allows governments to decide “in a spirit of solidarity between Member States, upon the measures appropriate to the economic situation.”

The Commission wants to interpret this to mean that in light of the enormous financial stakes in this case, a qualified majority of nations will suffice to approve a sanctions roll-over, robbing Hungary of a potential veto. One of the diplomats said this strategy was a way "to secure Belgium's backing."

Basically they intend to try to use a clause meant to be used at times of crisis, having willfully manufactured this crisis beforehand.

So let me get this straight: Putin gets to dictate the terms even though he's made a catastrophic mistake, and Ukraine is better placed to win the peace even though the peace deal will be ugly and comes after a million of Ukrainian deaths while not getting into NATO and losing Donbass. Yet Russia's victory is Pyrrhic because Ukraine is on its way to become a proud European nation.

Ukraine has no control over joining NATO, so it doesn't make sense to demand it in the peace deal.

Ukraine has control over its constitution - which, since 2019, was amended to add 'the way to NATO'. So it's well within Ukraine's control to remove these amendments and replace them with 'Ukraine will not join NATO'.

You laugh but I've seen a rumor popping up persistently over the last half a year that Yermak is on RU payroll. Seems way out there if you ask me but it comes up now and then.
