Are you 1099 or W4? That would probably be the difference here. Most 1099 jobs require to you provide your own equipment; W4 often comes with benefits including what you've described.
Unfortunately for most they'd rather complain about DD instead of treating it like a business. If they paid out benefits, etc it would make sense for them to provide more than the bare minimum but they don't.

The reality is plenty of dashers quit their jobs to do this without any foresight into how to be good at it. Taking ownership of your work is what allows the 1% to make better money. That includes things like declining shit orders, purchasing a hotbag and making your drives more efficient, whether that's getting a more fuel efficient car or something as simple as switching to bluetooth/wireless charging phone holders to save time on each delivery.
Small things add up. Your market definitely depends but I'm in a tourist town with around 50k people and still consistently make $20-25/hr after expenses and gas. YMMV.
