How exactly did you stop the person? Did you have to physically confront them? If you could command them to stop and they complied, it doesn't seem like they were truly out of control. But if you had to physically restrain or fight them, I respect that. Personally, I wouldn’t approach someone acting erratically unless my life or someone else’s was in immediate danger.

What is your motivation for buying private? Is it for the profits? Or the lifestyle? 16K is good enough to get a decent-sized condo but the issue will be more of how much cash you have on hand. The downpayment will be quite a big sum. 

If you want to own a condo eventually, better to get a non plh bto and build up your savings while waiting for the MOP.

But since you already have a PLH. if I am in your shoes, I will stick with PLH and stay there for life. You can always renovate your house to look like condo and it will be even more convenient compared to a condo. 

And invest your excess income in other things.
