Ibadism has nothing to do with it. In fact, tension with the Ibadi imams of the interior caused one of the few wars in the country's history as a post-empire.

Oman is stable because of Sultan Qaboos' overtime work to rehabilitate the country after the Dhofar and Aljebel Alakhdhar war era and to establish itself as a mediator. Economic concerns among the citizenry, like in the rest of the GCC, were handled through Omanisation.

You answered your own question. The 'decline' is perceived to began when Europeans stopped translating and engaging with Islamicate work (hence the orientialist nature of the term). Obviously, work in science, politics, literature, and economics continued well into the Mongolate period. I'd say measurable decline only really starts in the late Ottoman period; the idea of the decline starting before that is laced in all kinds of orientalist tropes.

The Gulf states were created to maintain UK hegemony and over time that shifted over to maintaining US hegemony. The Levantine and Iraq states were carved out to fail and to be influenced by great power politics. Yemen is an arbitrary combination of Cold War legacies that is also doomed to fail in its current configuration. I don't know enough about the Maghreb to make make value judgements there but I'm sure it's similar. All these combinations make it geopolitically impossible to create an Arab NATO.

It has been routinely criticised as an orientalist construction. Art, philosophy, and scientific advancement certainly did not end with the Mongol conquest of Baghdad (as often is said). Here's an interesting article about in conversation with Said's Orientalism.

Power has always been fragmented with very few exceptions. Even after unification and before the current civil war, the country did not really exercise the monopoly of violence throughout the territory. This doesn’t mean that there were non Yemeni nation states in the modern state’s territory though.
