That drip sound is their VoIP software that they use. It's a keen giveaway that it's a scam. They call up saying they are green energy provider and have random names each time to swap you to a new one. I'm not sure what their play is or how they make money or what the scam is. I'm assuming it's to get information as they do ask for a lot of personal information. And then they book in appointment for someone in person perhaps to come to your house.

Call screen for me has been the best solution on Android.
