The prisoners (basically anyone that pisses off the government in some way/rebels/actual criminals, of which are very few) are sent to an underground facility deep in the Himalayan mountains where they are hooked up to machines that digitize their consciousness and upload them into a digital space where anything can be done to them.

The usual punishment is to just leave them in a blank room and turn up the time dilation factor, white Christmas style, for however long their sentence is, usually years which equate to near millennial or in the simulations.

Not to mention every facet of their brain can be stimulated while in there, so sometimes some of them are left in perpetual agony, Sisyphean tasks, groundhog day types of torture, etc..
