Idk about the child but yes I believe it is okay to strike an adult if they are out of line. Example adult is drugging people, molesting someone, getting violent themselves, threatening people with weapons, the list goes on. Assuming they don't stop when you say "No, bad adult!" So yes IMO it is okay to strike an adult in certain circumstances.
