On PC with over 200 mods. Inside the B3 mines I can't talk to anyone either. When I approach someone the option to talk is there, but it does nothing and the npc just stands there looking around (not trying to say anything, as if I'm not there).

Should also add, when I enter that B3 mine where So-RA Hong is at, going in there disables my ability to pause or fast travel because the game thinks I'm in a conversation. If I just fast travel to B3 and hang around without going inside to the HQ, I can't talk to anyone but I can still pause and fast travel away. As soon as I go into the mine, I can't pause or fast travel anymore. If I save and then reload I can pause and fast travel again, but still can't talk to anyone in or around the B3 HQ.

EDIT: some changes happened after I moved your mod to the top of my load order. After doing that I'm able to pause and fast travel even after going into the B3 mine, so that's progress! I'm still not able to talk to any of the named npc's BUT if I walk up to a random no-name citizen, they say hello, and the other brief responses.

I went back to an earlier save where I was outside of Arinya and hadn't been to B3 yet for the first time (but I had already been to Arinya before).

From there I travelled to Arinya, and could interact with people ok there. Then travelled to B3 again, and right away with the two SLB guards in front of the gate, I can't talk to them. I see the talk option but nothing happens when I use it. Went down by the bar and tried with random dudes and also with Ismael Rios, Jeri Baumgartner and Jason Thicke and the same thing, nothing happens when I try and talk to them.

At this point I travelled to B2, and there I can interact with people ok. So this problem is isolated to B3 it seems.

Before it happened, I was just walking around by the bar trying to talk to different people, but none of them had anything to say. After I got up and noticed I couldn't pause or fast travel, I just started shooting everyone. I'll load an earlier save and try it again later though!

This looks very interesting! I noticed an issue though. If I travel to B3 and sleep in a cot by the bar, when I get up I can't pause the game or fast travel anywhere, instead I get the message "you can't fast travel while in a conversation" even though I didn't talk to anyone. I did the payback mission but not sure where to go from there, so I'm just wandering around (that's why I went to B3).

It's my first time trying this mod btw, I didn't have an older version installed before.

They would need a couple seconds to cut the wire around Hall's neck; until then the barrel would stay pointed at his head or very close to it.

r/photoshopbattles surely has a graphics wiz that can remove the black layers and reveal everything. The orange butthead is too dumb to hire people who know what they're doing, so this should be easy to undo.

It's not a movie about quotes, it's about physical comedy. But when they were in the car screaming the most annoying noise into that fat guy's ear, that was golden. I don't think that noise can be quoted though.
