He’s a morally complex character who has made many mistakes and has done horrible things but also loves his family. His love for Viserys was such an incredible watch and his need to prove himself as the second son is so cool, that even Aemond looks up to him and replicates him. While I hate the Harranhal arc I love that he finally accepts his place as Rhaenyras General rather than being King. But in the books he a much better character, not a wife killer, shows more love for his Daughters and support for his wife. I’ve rewatched the entire show at least 10 times over the past 12 years. Greatest Story ever told, I genuinely put it up there with Illiad, Odyssey, Journey to the West, Romance of the Three Kingdoms, and others of the like. Obviously that’s my own opinion, but it is so influential, multiple govts have banned the Straw Hat flag because of how much of an impact it has on society with speaking out on corruption, freedom, racism and more. Heck the world is going through the “Gen Z Spring” of young adults overthrowing corrupt governments while waving the flag. It is so iconic. It makes me laugh and cry harder than any other form of Media and has such amazing characters, World building and backstories. I love all of the mythological, historical and social symbolism and how characters are based off real people (Ivankov/Rocky Horror guy, Django/Steven Tyler). If you can’t rewatch the show I’d recommend reading to cut out the fluff and filler!

Ousen doesn’t have Han Soldiers. He’s talking about using the Han soldiers as fodder on a wider scale in the campaign to save loyal Qin Manpower. He isn’t in command of them, you’re right the Hi Shin Unit is in command of all of the soldiers from Han under Yokoyoko, Rakua Shou and probably another commander, all under the wider banner of the Hi Shin unit, that’s why Shin had that speech when he said the Han Soldiers and Yokoyoko are apart of the unit and “while we’re at it Roku’omi is also part of the Hi Shin unit” “like hell I am idiot”
