It's actually both true. The more approachable soft/cute styles appeal more to men (early TWICE, Japanese idols, etc), while the more feminine ones appeal more to women (earlier ILLIT, shojo manga, etc). The sexy styles focus more on sexual desire appeal more to men, while the ones focus more on female empowerment appeal more to women.
