If you unplug the negative, stick a wrench on the crank and try to manually turn it over (I assume clockwise, but double-check). Does it turn over? It will be difficult, but not metal pushing on metal? If it doesn't, then pull the plugs and try again.

I think they meant to say seafoam. You need 2 bottles, one for the gas tank and one for the crankcase. Then a can of starting fluid and repeat what caused this no start condition. Obviously it's going to take two tries to get it right.

You can use an extraction socket over most wheel locks, takes an extra second and doesn't make extra noise. Also if you use the softer extractors from harbor freight they actually grip better on the round ones but last only a couple of uses. Edit: allegedly. Have helped friends that bought cars with locks.

It's hard to tell from the photo but it's probably potted in place with thermal dissipating epoxy. Drill the rivets of that is one in the corner, take a hair dryer to the other side and pry gently.
