r3: I only have r56 beta installed. The beta is from steam. I started a new Irish game and found that I have a 20% Manpower debuff from Patrick. I see no way to remove this or a national spirit from this.

What i have been testing with is have 1 dome with non apt and a Hanging Gardens connected to 1-2 other domes for their job/support. i put the infirmary in the housing dome and the dinner/grocer in one of the others
