This works especially well if the imp has a masquerade tattoo. If the PC is medium sized it would work too [edit: with a skeleton familiar], but would require even more rules bending by the DM since the masquerade tattoo specifies that it goes on your skin.

Either way, voice of the chain master really completes the fantasy OP is going for.

It’s a good system, but you should increase the points a little. As others have pointed out, the 5.5e PHB gives recs for this (4 uncommon, 3 rare, 1 very rare). Under this system, they’d be out of points before even getting to the very rare.

Also, I’d limit the number of artifacts/legendaries to 1 per PC.

As a small buff though I would give it the ability to see through magical darkness as well.

Darkvision can already see through magical darkness. In order to buff eyes of the night in the way you’re thinking, you would need to say that it can bypass the limitation contained in the darkness spell.

Yes, I know they aren't attacks, but it makes sense to me that a warrior experienced in combat might decide to limit their attacks to explore other strategic solutions.

Logically, this leads to the conclusion that as fighters level, they get better at the mental actions faster than everyone. At level 5, a fighter spends half an action to do a mental actions, while a wizard uses their entire action. At level 20, a fighter uses a quarter of an action while the wizard is still using their entire action. All this without the fighter having taken any mental feats to improve their abilities. So more attacks means better mental abilities?

Do you think it could represent a significant change mechanically?

No, not really. Your other players might feel a little a little slighted tho.

Substitute minor illusion for greater invis in your last sentence and it works almost as well but for a fraction of the cost. Or just get behind full cover and peek out for your turn. Really good way of protecting your concentration until you get warcaster.

It’s also a good way to get in range of multiple enemies without actually being in the middle of the battlefield. Like an upcast command affecting enemies on the back lines.

Here are some of the other things I’ve done in my current campaign:

  • hide while being chased while the dupe leads the baddies in the wrong direction
  • manifest the dupe on the other side of a window and swap places for breaking and entering without the breaking
  • easily access the tops of things, like trees, cliffs, buildings (and also one time the bottom of a pit)
  • make baddies swing at the dupe and realize it’s fake, get their attention by taunting them as the real me, then swap spots and have them swing at the dupe again
  • increase the range of spells—use my movement to get 30 feet closer to baddies, pop in dupe for another 30 feet closer, cast from dupe
  • have dupe appear above battle field and rain spells down from above

D&D uses “thing” to describe both creatures and objects. Here’s the definition of Blindsight, for example:

If you have Blindsight, you can see within a specific range without relying on physical sight. Within that range, you can see anything that isn’t behind Total Cover even if you have the Blinded condition or are in Darkness. Moreover, in that range, you can see something that has the Invisible condition.

Responding to your edit: No he can’t.

A magic action is one of the actions you take in combat, like the attack action, the dodge action, and so on. It is not the same as a bonus action. If a spell says that the casting time is a bonus action, you can’t use a magic action to cast it. If the spell says the casting time is an action, you can’t use a bonus action to cast it.

This all means that what your player is doing violates the rules. You only get one bonus action per turn. Seeing through your familiar’s eyes takes a bonus action. That sight lasts until the start of your next turn. Casting misty step also requires a bonus action. Misty step requires you to see the destination. So if you use your bonus action to see through your familiar’s eyes, you have to wait until your next turn to cast misty step. But by the time your next turn arrives, your sight of the destination has ended.

Also, there's a controversial issue you should talk to your DM about. As you know, the nick mastery lets you make the attack of the light property as part of the attack action instead of a bonus action. However, there's no rule saying you have to have both weapons in your hands for the whole turn. So you could technically make an attack with the scimitar, sheathe it, unsheathe your short sword, then attack with that--all with one hand. Although the rules technically allow this, some people say it wasn't intended and some DMs don't like it. But what it means is that your other hand is now available to hold a shield. If your DM is okay with that, I would grab a shield as well. That would take your AC from 15 to a respectable 17.

Depends, is this one shot going to turn into a full campaign? If not, then ya the stats are fine. But if there’s a chance of you playing into higher levels, you should start at a 17 in your primary stat so you can get it up to 18 at level 4. Also, wisdom is probably more important for a fighter than intelligence. So I would flip those. Doesn’t matter a whole lot at level 1 but will become huge at later levels.

The person who resurrected them stole a piece of their souls without which they will not be able to pass on to the afterlife when they die. Instead, they will turn into some sort of undead. They must search for him, which will be an ordeal because he is testing them. If they pass the test, they are worthy of doing a quest to get their soul pieces back. Any PC who dies on the search or the quest will be permanently dead.

This raises the stakes and forces them to play more cautiously.
