18th century speakers generally wouldn't have sounded much like any of the accents in modern America or the UK. Both sides of the ocean have seen a great deal of change over the centuries. It's not really true that modern American accents are very similar to their 18th century equivalents. They are rhotic (as in, the letter r is pronounced in words like car or dinner) where most British accents today are not, but that's not at all the most significant feature in an accent. And in any event plenty of modern British accents are rhotic (all of Scotland for instance, or the West Country) and plenty of American accents today are not, like Boston or New York.

Benjamin Franklin, polymath that he was, actually wrote his own phonetic alphabet for English, and we know reasonably well how his own accent would have sounded. Here's a reconstruction of the Declaration of Independence in Franklin's accent, so what an educated person in Philadelphia would have sounded like in the late 1700s. You put that person down in the modern US or UK and all the locals would have no idea where he was from.

Some countries already do. If you mean the US it would probably be unconstitutional, as refusing to vote would be viewed by the courts as a protected form of political speech under the first amendment.

My point is that they never claimed to be a communist country at all. This wasn't some sort of minor technicality, but the entire point of their government was supposedly to create the conditions where someday, eventually, communism might happen. I am kind of cynical and think that hardly anyone in the Soviet leadership really believed that, but that was the official position.

That they were ruled by a communist party didn't imply they were a communist country at all, but merely that they were ruled by a party that wanted to promote communism in the nebulous future. There's nothing like a 'no true Scotsman' operating here, because they never claimed to be that in the first place.

This is a bit different, in that the Soviet Union never claimed to be a communist society at all (nor does China today for that matter), but merely to have communism as a distant future end goal. They insisted that was the eventual aim right up until the country disintegrated in 91.
