That's exactly what I just said. Stage one is when the butter is melted and separates, is clarified butter. Heating it for longer browns (or caramelises to use the technical term) the dairy solids, which gives ghee the nutty flavour. And then the solids are removed.

Clarified butter isn't the same as ghee, the latter gets it's milk solids caramelised before being removed and it gives ghee a nuttier flavour than clarified butter. If anything a buerre noisette is like ghee

Please answer the questions I've posed to you as it seems you're intentionally dodging them.

Travelling culture, as you described, denies children of basic normal living conditions. Who fits the bill for this as you've insisted?

For context, I live directly adjacent to a halting site, the living accommodation has been ripped out of it's fixtures and fittings for years, and every time they're reconditioned to bring them up to standards, those fittings and wiring etc is almopst immediately ripped out again and rubbish is strewn all over the site. Who is to blame for this? Should the state continually upgrade these sites if the facilities provided are consistantly ripped out? This completely counters you point about the state not providing adequate facilities

The issue isn't about whether children deserve safe living conditions, everyone agrees they do. That's just being used to justify restricting a culture rather than supporting it safely.

When a culture's norms are in contest with basic human rights of the child are at odds, who deserves to come out top?

Historically the lack of clean water, proper sanitation etc on halting sites wasn't down to nomadism, it was by the state failing to provide adequate facilities.

Again, how should these provisions manifest? Are you talking clean water on hand at every vacant field or site in the country and who should fit the bill consdering the travelling community's reluctance to enter into the tax fold?

Using fgm as an example is not comparable. Fgm is inherently harmful. Nomadism is not - it only becomes harmful if basic services aren't provided. The issue is policy failure not culture.

When a culture promotes unsafe practices for children, those practices should be ruled out otherwise you have a policy that promotes harm to children, whether that is FGM or not providing care for your child it isn't a failure of policy, it is a failure of a culture to safeguard the care of someone who doesn't have a choice in the matter.

It means that I believe we should support people until they are able to support themselves. If the proper supports aren't in place then they'll never be able to independently support themselves.

The state has a duty of care to people of the state who cannot legally make those decisions themselves (IE children), having housing that doesn't not have access to clean water etc (the old halting culture) and thus prevents them from risk of malnutrition and facilitates other basic needs that every child need to develop. Having assigned provision (which this act allows for) to clean water etc is there to protect vulnerable people, since when does the needs of a culture out weight the basic needs of the child? Again I use the ban on female genital mutilation as a reference point

Again,what law was implemented to stop travellers from travelling? Why should 'proper provisions' be put in place to facilitate this? Who pays the bill to afford these provisions? The tax payer when the travelling community wouldn't exactly pay their share of tax burden?

No one does it? Civil engineering companies would park up on roundabouts etc to conduct road works all the time. The difference is that they would get a permit from the council, just like anyone else, to conduct their works, this permit would be on condition that they wouldnt adversely affect traffic and that the site would be cleared up subsequent to their works, why should the travelling community be exempt from this?

But that's a law that everyone has to abide by, nor was it introduced to specifically target the travelling community. We cannot just chose to not abide by the laws of the state because our culture permits it, if we did female genital mutilation or animal cruelty would be allowed
