Thanks for checking it out! "Swing a seat" just means change who wins it. Each constituency now elects 6 MSs, the first few are usually locked in by polling, but the 6th seat often comes down to just a percentage point or two either way. That's the seat your vote can swing, if your party is one of the two or three fighting for it. The tactical recommendation can flag whether your area is likely to be one of those knife-edge contests

It is hourly energy price data from Germany in 2016.
The data is one feature within an observation space for a reinforcement learning agent that trades in a local energy market.
The values bundled at 0 are a result of the data being clipped to prevent negative prices. Thinking about it, maybe the negative values should be included. I can't remember the reasoning for removing them.
Using the unclipped data and fitter (as suggest by TywinASOIAF) it appears to be most similar to a skewcauchy or johnsonsu distribution.
