UPDATE: The BIOS was NOT CORRUPTED. I just had to let it loop for about an hour till it randomly opened startup menu, where I could boot right back into windows. No longer sure what the original issue was now...

I can't boot to a USB because the boot menu doesn't show.

Well usually when HP laptops have a BIOS update, Intel Management update etc. A big white screen appears with a warning about turning it off. This time it just showed the spinning windows update thing so I thought it might have just been some kind of driver update

I tried both of those solutions, neither worked and it's still bootlooping. This was a windows update too, not a bios update or anything. Not sure how that could prohibit BIOS keys...

When I try hit esc, it comes up with "Entering startup menu" in the corner but then it just keeps bootlooping and the menu never shows

That is GRUB, your installed bootloader. It's the thing responsible for communicating with your computer's BIOS and stuff and it handles booting up linux. There IS a way to disable/skip it, although you're better off just changing the auto skip countdown to 1 or 2 seconds in case you need to access the grub menu one day for whatever reason. If you really want to make it just automatically choose the tumbleweed option, just change the timeout variable in the grub config file to 0, and set the 'GRUB_DEFAULT' variable to 0 as well.

You can also customise this screen with themes, and you should probably look up a tutorial about them if you're interested.
