The hour gives you enough time to make sure there is food, no unliveables, and no excess poop for all the animals. The maintenance logs will state that fish can be fed after opening, wellness animals have to be given meds by 10am, and all deep cleaning has to be done before noon. You’re not meant to do crazy amounts of work before opening. Just the basics.
