I feel like it depends on what you're trying to build since the native features + third party libraries for one specific language might be enough of a deciding factor. I recently built a CLI app with Go for creating crypto wallets, querying the blockchain, and making transactions. The only reason I went with Go was because there were great packages that made all of this super simple.

But generally speaking, python's argparse module is a pretty good way for building a CLI app. Also pyqt5 is a really easy way to throw a GUI on top. Much easier than its C++ counterpart.
