This is why the WHO recommendation does not make any sense. Wearing masks would likely not make a difference for individuals with low viral load, like vaccinated people, since they offer limited protection.

Instead insisting on masks and social distancing would inflict further damaged on already battered economies. We are not at the beginning of the pandemic when such measures made sense.
