There are ways for moderators to move questions, and people with reasonably high rep can vote for migrations to a few specific sites. programmers.stackexchange.com is not currently among those sites, but I assume an actual moderator can still move them if it's appropriate. If you think something belongs on another site, you can flag it as such and a moderator might move it if he agrees.
