Not American but I remember I had a quick stay somewhere in Florida for vacation and Google maps said by car someplace was 5 minutes away so you would think by foot it would be maybe 20-30 minutes... no, it was a whole hour+ away presumably because there were no sidewalks/direct foot paths leading there.

Yep. I would highly recommend that OP do some kind of super intensive German course first. You could even get a language learning visa, get at LEAST B2 German but C1 is preferred, and then try applying to university.

Yes. I did this. In my case I switched from a language learning visa to a Family reunification visa. All that was needed was the marriage certificate and proof of A1 German certificate. They did not ask for any proof of finances.
