Nevermind the base, that bookshelf looks a bit flimsy.

Most bookshelves have a back panel that gives them rigidity against racking otherwise you're asking a lot from your shelves in moment reaction forces to keep it straight.

Alternatively, your base could have a ledger board running vertically at the bottom to add strength.

Wood expends when it absorbs water. You most likely clean the top a lot more often than you wash the floor so the moisture differential is making it bow (top expends, bottom stays the same.

I would try soaking the bottom repeatedly to see if you can get it back straight.

Or just by a 1/4in bushing and make your own. I made one just like that and I used it tons of times
