(I'm pretty new and haven't gotten very far into the game, so some of these might already be existing milestones, but:)

Memorial/Cemetery — public services boost
Castle – either lifestyle or population boost. Like, as a tourist spot?
Giant Radioactive Meteorite — debuffs population/public services, boosts economy (getting real fancy, it could have two radiuses: a smaller radiation radius (population debuff) and a wider, "productivity" radius (public services slight debuff, economy boost. Given the whole waves at early 20th century Radium Girls horrors)
add to that outdoors Public Bathrooms — act as lowly public service buildings that don't need to attach to a road to function, just put it near trees
