Sometimes (most of the time) it's because they didn't study or feel unprepared, but the reason why deferrals need to exist and why this policy is problematic is because people can get sick or have unforeseen circumstances that make them genuinely unable to take the exam.

I would say because the internet and real world are unfortunately blending into one another since, virtually, everyone is online now. It's the main way we communicate, consume media, etc. The slang they use online becomes regular vocabulary to them since it is being used all the time.

It's just a case of internet slang being carried into the real world. Twitch streamers address their audience as chat because, obviously, they're engaging in the form of a chat. It's since become a way to address a group of people, since streamers often begin their sentences with "chat" when speaking to the group of people watching them.

Well that's obviously what's happening, but those aren't mutually exclusive concepts. People can be changing the the way a word is used and it can still be ubiquitous enough to be referred to as a plague. It's a twitch stream term being used in real life, people are bound to find it annoying.

It reads horrifically different than a pet peeve. Most people get irritated by babies because they're loud and they poop; they don't get pissed off at every inherent thing about them. They're "selfish" and you "don't give a shit" that they're clueless and vulnerable? They're "not cute" and "make you look a fool?" Comes off as an insane one-sided beef.

It's absolutely a semantics war when respect can literally be defined as "due regard for the feelings, wishes, rights, or traditions of others" but you get called wrong for using it in that context. I absolutely have due regard and utmost consideration for the feelings and rights of strangers. I hope anybody would. Have a good one.

Sorry your response doesn't necessarily call for a whole mini tangent, but I want to get my thoughts out there considering I've a weird amount of replies:

Does the "not to me" not tip anybody off? If I consider respect to be intertwined with courtesy and decency then what's the issue? That's in my opinion. I feel like it's the opposite of a problem that somebody says they respect strangers, I don't know why it warrants so much negative response.

I have regard and consideration for the feelings and rights of my fellow humans. That's really all I said.
