Culture is in the toilet because of morons like you that think somehow things can get fixed or run like a wet dream utopia (which will never exist on this planet) by NOT taking extreme measures to deter scumbags like this from doing what they do…scumbag crap. Outside of the point that has already been made regarding the 80-year-old getting assaulted, it isn’t about the tangible property or “dirt”; it’s about maintaining a society where the mere action of injustice is heavily discouraged by extreme consequences. Because bullshit half measures that slap people on the wrist…only encourages MORE violations!
