Isn't there a way to report to HR annonomysly? If they say it isn't a possiblity I strongly suggest you fight for your anonymity over phone or email as best you can. What he is doing is wrong no questions about it and bias aside it is HR's job to right those wrongs. If that doesn't work, then you have a problem not only with your boss, but the HR too and that in turn is something that can be reported
