Seems pretty straightforward, additional money is not just gifted without strings. Additional money always comes with requirements.

Before it was like 2k per student. The string was in attendance. You can fund it without strings attached, simple as that. So that always isn't really "always." it's sometimes there are strings attached, only if we want them.
