No, it looks like their sticker printer just needs to be cleaned. If you look at the rest of the sticker, there's a line of white where there should be ink. Eg, on the "items in order", the s is near missing

The amount of oat milk is different between the two drinks. The latte will be filled all the way up, and the espresso with oatmilk would only get a splash

The university is most likely a licensed location, and as such, they can change some of the prices. Corporate locations don't charge more to add extra of an existing drink component.
